Mr. Galal Abdul Salam , accountant and the head of the Central Administration of President`s  Office of Menoufia University   and the representative of the University in the Fund to improve the conditions of workers in government universities stated that the first meeting of the fund was held by non-faculty members headed by Dr. Khalid Abdul-Ghaffar, Minister of Higher Education and Dr. Abdul Wahab Ezzat, rector of Ain Shams university , Dr. Atef Al-Awam, Financial Advisor to the Minister, Mohammed Bakr, Representative of the Ministry of Finance and all representatives of the universities.

He added that the meeting resulted in the selection of Abdulla Al-Rasas, the representative of Helwan University as the Fund's Executive Director and the selection of Tariq Omar, the representative of Alexandria University as Treasurer. A letter was prepared by the Minister of Finance and signed by the Minister during the session to open an account for the Fund at the Central Bank. the Fund Manager was also required to prepare a memorandum for the Minister to present the issue  to the Minister of Finance To issue instructions to the financial representatives of the universities to deduct and collect 10% of the special accounts in favor of the Fund, as well as the obligation of the Ministry of Finance to finance the difference or deficit in the Fund after determining the amounts due exchange.
