Within the framework of monitoring the implementation phases of the University’s Strategic Plan (2025–2030) for expansion in educational, medical, and developmental projects, Prof. Ahmed Farag El-Kased, President of Menoufia University, reviewed the executive status of ongoing projects, including the establishment of Menoufia National Technological University, the University’s expansions in Sadat City, and the development phases of the integrated medical city project at the medical complex in Shebin El-Kom.
This took place during an expanded meeting chaired by the University President, attended by Prof. Sobhi Sharaf, Vice President for Community Service and Environmental Development; Mrs. Soaad Bayoumi, Acting Secretary-General; and a distinguished group of academic and technical leaders from the Faculty of Engineering, the Engineering Consultancy Center, and the General Administration of Engineering Affairs. The meeting addressed implementation phases and progress rates of ongoing projects in accordance with the strategic timeline.
Prof. El-Kased affirmed that the file of allocating and developing the 200-feddan land in Sadat City has witnessed intensive efforts and unprecedented progress since he assumed office, reflecting a clear commitment to managing this strategic asset through an institutional and development-oriented vision. Following a presidential directive in November 2023, a more strategically advantageous alternative site was approved. In February 2024, the Board of the New Urban Communities Authority approved the land replacement, and the new 200-feddan plot—located along Central محور No. (1), adjacent to Al-Azhar University, Sadat City University, and the technological zone—was officially allocated and received.
He added that all legal procedures were completed, and in December 2024, both the Ministry of Finance and the Ministry of Planning and Economic Development approved the transfer of land assets to Menoufia University. The land has also been registered as University property with the Central Auditing Organization.
The University President reviewed progress rates of projects underway on the 200-feddan site, noting that 40% of the perimeter wall (1,600 meters) has been completed to secure the site. Utility connection fees amounting to EGP 30 million have been paid, and procedures are underway to obtain final ministerial approval from the Ministry of Housing and to approve the construction timeline. Work is also in progress on drilling a groundwater well in preparation for establishing an educational farm affiliated with the Faculty of Agriculture.
Prof. El-Kased further stated that negotiations have begun to establish a partnership for launching an international university branch on part of the land in Sadat City, in line with the University’s academic expansion strategy. Additionally, the Ministry of Planning and Economic Development has approved the inclusion of the Menoufia National Technological University project within the University’s proposed investment plan for the fiscal year 2026–2027.
The presentation also outlined advanced features of the technological university, for which a temporary headquarters has been allocated in the University’s Al-Raheb buildings to commence studies in the 2026/2027 academic year until the permanent campus in Sadat City is completed. The project includes specialized technological faculties and programs, advanced laboratories, modern training workshops, smart administrative and service buildings, integrated digital infrastructure, and extensive green spaces—creating a modern and sustainable educational environment aligned with industrial sector needs.
Prof. El-Kased also reviewed the ambitious plan to establish an integrated medical city within the medical complex in Shebin El-Kom, covering an area of 10 feddans. The project includes the construction of the northern building of the Oncology Institute, specialized surgical centers, an internal medicine hospital, specialized medical centers, and an advanced research and training center, aiming to deliver high-quality healthcare services and support medical education and scientific research.
Regarding the first phase of the medical city project—which includes constructing the northern building of the Oncology Institute over an area of 3,500 square meters and nine floors—Prof. El-Kased noted that it has been approved within the fiscal plan 2024–2025. Engineering designs and cost estimates (structural, architectural, electrical, and electromechanical) have been completed in accordance with the latest standards for medical facilities. Soil testing and geotechnical studies have also been finalized in preparation for excavation works. Additionally, EGP 120 million has been paid to South Delta Electricity Company for utility connections.
As for the second phase, which includes the construction of the specialized surgical centers building over 3,000 square meters and nine floors—also approved within the 2024–2025 plan—design works are currently being finalized in preparation for the commencement of construction.
Prof. El-Kased expressed his appreciation for the outstanding efforts of the Faculty of Engineering and the Engineering Consultancy Center in preparing these studies and plans, noting that they reflect a high level of professionalism and expertise among the University’s academic staff, as well as the Center’s significant role in serving the community.
