President of Menoufia University Participates in the Fourth Session of the Egypt Government Excellence Award

Dr. Ahmed Farag El-Kased, President of Menoufia University, participated in the ceremony of the fourth session of the Egypt Government Excellence Award, held under the patronage of His Excellency President Abdel Fattah El-Sisi, and attended by Dr. Mostafa Madbouly, Prime Minister, organized by the Ministry of Planning, Economic Development, and International Cooperation.

The ceremony was attended by high-level officials, including Dr. Khaled Abdel Ghaffar, Deputy Prime Minister for Human Development and Minister of Health and Population; Engineer Kamel El-Wazir, Deputy Prime Minister for Industrial Development and Minister of Transport and Industry; Dr. Ayman Ashour, Minister of Higher Education; along with several ministers, governors, the UAE Ambassador to Cairo, other foreign ambassadors, media heads, Egyptian university presidents, and officials from the UAE.

A delegation from Menoufia University also attended, including several deans and coordinators of the Government Excellence Award within the University.

Dr. El-Kased noted that this session reflects Egypt’s commitment to continuing comprehensive administrative reform, aimed at improving governmental performance, enhancing the quality of services provided to citizens, and embedding the concepts of institutional excellence, innovation, and competitiveness across state institutions, in line with Egypt Vision 2030 for sustainable development.

He emphasized that the Egypt Government Excellence Award serves as a national platform for institutional development, promoting a culture of quality and innovation within the state administrative apparatus. Menoufia University places great importance on government excellence and integrates its standards across all educational and administrative sectors.

Dr. El-Kased explained that the University’s experience in government excellence focuses on:

  • Developing the institutional performance system.

  • Improving the quality of university services.

  • Expanding digital transformation and automating procedures.

  • Investing in human capacity building to enhance work efficiency, achieve stakeholder satisfaction, and strengthen governance and transparency.

The President highlighted the University’s commitment to instilling a culture of excellence among its staff, encouraging innovative initiatives, fostering teamwork, and actively participating in government excellence programs and awards, reflecting the University’s national role in supporting state plans to modernize administrative institutions.

Dr. El-Kased extended his congratulations to Major General Ibrahim Abu Leimoon, Governor of Menoufia, on the Governorate winning first place nationwide in the Egypt Government Excellence Award in the “Department Director” category, awarded to Dr. Ahmed Abu Bakr Mohamed, Head of the Governor’s Technical Office.

He also congratulated those managing the new Shebin El-Kom post office, which won first place in the “Post Offices” category, in recognition of their excellence in institutional performance, adoption of best administrative practices, and contribution to improving government work systems, positively impacting citizen services.

During the event, Ms. Ahoud Al-Roumi, UAE Minister of State for Government Development and the Future, delivered a speech expressing her satisfaction with strengthening the strategic partnership between Egypt and the UAE under the leadership of both countries. She emphasized that government excellence is measured by real impact and investment in people, praised the Prime Minister’s support for administrative modernization, and thanked Dr. Rania Al-Mashat and her team for supporting bilateral cooperation initiatives.

The ceremony also included Dr. Mostafa Madbouly, Prime Minister, honoring the winners in various categories of the Egypt Government Excellence Award, stressing that excellence is not merely an award, but a sustainable institutional culture to be embedded in daily governmental practices.

The award comprises 19 categories, covering both institutional and individual excellence, with new categories introduced, including customer service centers for water and wastewater companies and health directorates, alongside the development of a scientific methodology for evaluating and training assessors according to international standards, contributing to raising the level of government services.
