Dr. Ahmed El-Kased, President of Menoufia University, chaired a session of the University Council, in the presence of Dr. Ahmed Zaki Badr, former Minister of Local Development and external member of the Council, and the university vice presidents: Dr. Sobhi Sharaf for Community Service and Environmental Development, Dr. Nasser Abdelbary for Education and Student Affairs, Dr. Ghada Hassan for Postgraduate Studies and Research, along with Ms. Souad Bayoumi, Secretary General of the University, and deans of faculties, members of the Council.
The President began the meeting by extending, on behalf of himself and the Council, congratulations to His Excellency President Abdel Fattah El-Sisi, to the Minister of Interior, and to all Egyptian police leaders, officers, and personnel on the occasion of the 74th Police Day, as well as congratulations to the Egyptian people on the anniversary of the January 25 Revolution, praying for mercy upon the martyrs who sacrificed their lives for the nation.
On the occasion of Police Day, the President visited the Menoufia Security Directorate alongside Major General Ibrahim Abu Lemon, Governor of Menoufia, to extend congratulations to Major General Alaa El-Din El-Gaher, Assistant Minister of Interior and Director of Menoufia Security. The visit also included congratulations to Major General Ahmed Khidr, Head of the National Security Service in Menoufia, and other security leaders, and participation in the wreath-laying ceremony at the Police Martyrs Memorial in Quesna Security Camp.
Dr. El-Kased expressed his pleasure at the significant progress in the 2026 Webometrics Ranking of World Universities, one of the most important global rankings that measure universities’ performance based on their digital presence, website quality, and academic impact. Menoufia University ranked 13th among Egyptian universities and 1,138th globally out of more than 2,000 universities.
The University also continued its strong presence in the Times Higher Education (THE) World University Rankings by Subject 2026, reflecting notable improvements in academic and research performance at both regional and international levels.
The President extended his gratitude to the medical team at the National Liver Institute for successfully saving the life of a 17-year-old patient suffering from acute liver failure through an emergency liver transplant donated by the mother—a medical achievement demonstrating the institute’s leadership and ability to handle complex critical cases.
He also congratulated staff at the International Center for Faculty and Leadership Development for obtaining accreditation from the National Council for Training and Leadership Development affiliated with the Supreme Council of Universities, officially receiving the accreditation logo after meeting all quality standards for training programs.
During the session, the President updated the Council on the expanded meeting regarding the implementation of an integrated development model for Mit Afia Village, part of Shibin El Kom District, transforming it into a model for a sustainable village. This initiative supports the State’s goals for sustainable development and aligns with Menoufia University’s national and societal commitments.
He reviewed the University’s comprehensive efforts in implementing the “Mit Afia Development Model” initiative, as an effective model of partnership between the University and the local community. The initiative aims to achieve real and sustainable development in the village by leveraging the academic, research, and service capacities of the University’s faculties, improving citizens’ quality of life, and supporting health, education, environmental, and social sectors, while enhancing community awareness and capacity building.
The University’s action plan includes medical and awareness convoys, literacy initiatives, support for small projects, environmental and beautification activities, and engaging students in fieldwork to instill values of community belonging and responsibility.
The President emphasized that the Mit Afia initiative aligns with the State’s strategy for comprehensive rural development and the role of universities in serving society and the environment. He confirmed collaboration with Governor Ibrahim Abu Lemon on implementation mechanisms and discussed ways to expand this model to other villages in the Governorate in the future.
The Council also reviewed efforts to monitor and improve quality systems across faculties, with the President stressing continued periodic monitoring of quality assurance units, adherence to National Authority for Quality Assurance and Accreditation of Education (NAQAAE) standards, and integrating evaluation results into academic and administrative development plans, supporting the University’s institutional accreditation and competitive positioning locally and internationally.
Key activities and achievements in January were highlighted, including:

Signing a cooperation protocol between Menoufia University and the Governorate for joint technical and consultancy oversight of local projects.

Meetings with Dr. Alfet Ghorab, Chairperson of ACDIMA – Arab Company for Pharmaceuticals and Medical Supplies, to establish a strategic partnership linking university research with industry, including planning a site visit to the company’s factories to define collaborative needs.

Participation in the 4th Egypt Government Excellence Award ceremony, under the auspices of President Abdel Fattah El-Sisi, attended by the Prime Minister and ministers, celebrating Menoufia Governorate’s first-place award for “Director of Administration” and the Shibin El Kom New Post Office for first place in its category.
The President also informed the Council about the launch of the Academic Integrity and Research Ethics Guide by the Supreme Council of Universities—the first unified national framework to promote academic honesty, enhance research quality, and regulate academic practices, aligned with international standards and institutional governance.
The guide includes a dedicated chapter on social media ethics, setting clear standards for faculty and teaching assistants to balance freedom of expression with professional responsibility while safeguarding the reputation of universities.
Vice Presidents presented updates from their sectors, highlighting ongoing initiatives, achievements, and future plans across Education & Students, Postgraduate Studies & Research, and Community Service & Environmental Development, with the President emphasizing inter-sectoral coordination to maximize resource utilization and ensure efficient implementation of the University’s strategy, supporting overall development and institutional excellence.
