Prof. Ahmed El-Kased, President of Menoufia University, held an expanded meeting with all General Directors and Faculty Secretaries, in the presence of Prof. Sobhy Sharaf, Vice President for Community Service and Environmental Development; Prof. Nasser Abdelbary, Vice President for Education and Student Affairs; Ms. Soaad Bayoumi, Secretary General of the University; and Ms. Hala Saleh, Assistant Secretary General for Financial Affairs.
The meeting was held as part of the University’s keenness to strengthen the administrative work system and enhance institutional performance efficiency across all sectors, thereby contributing to the quality of services provided and supporting the educational and research process.
At the outset of the meeting, the University President expressed his deep appreciation for the administrative staff, who have played a vital role in placing the University on the map of institutional and administrative excellence. He emphasized that the administrative body represents a real asset to the University and a fundamental pillar for ensuring efficient and disciplined workflow, stressing that every achievement realized by the University has been supported by a competent administrative team working with a strong spirit of teamwork.
Prof. El-Kased affirmed that Menoufia University adopts an integrated strategy for developing the administrative staff, based on enhancing institutional performance efficiency, transitioning toward modern management practices reliant on digital transformation, governance, and quality performance, and building an effective administrative body capable of keeping pace with continuous modernization and development requirements. This strategy aligns with the National Strategy for Higher Education, the orientations of the Egyptian State, and Egypt Vision 2030 for Sustainable Development.
He pointed out that Menoufia University declared 2025 as the Year of Quality and Governmental Excellence, in support of the State’s direction toward improving institutional performance and elevating the level of government services. During this year, several procedures and mechanisms were implemented to promote a culture of quality, apply institutional excellence standards, and enhance both administrative and academic performance across all University sectors.
The University President explained that during the Year of Quality, a number of faculties were successfully accredited in accordance with the standards of the National Authority for Quality Assurance and Accreditation of Education, in addition to achieving tangible progress in meeting accreditation requirements in several other faculties that have officially applied for accreditation. This was accomplished through institutional development, updating bylaws and academic programs, qualifying academic and administrative cadres, and activating continuous monitoring and evaluation systems.
He stressed that the achievements realized in 2025 reflect the University’s serious commitment to achieving comprehensive quality and governmental excellence, as well as its continued implementation of a clear plan for institutional and program accreditation, supporting the University’s standing and enhancing its competitiveness at both the local and international levels.
Prof. El-Kased also referred to his attendance at the Governmental Excellence Awards Ceremony held a few days earlier under the patronage of His Excellency President Abdel Fattah El-Sisi, President of the Republic, and in the presence of Dr. Mostafa Madbouly, Prime Minister, and a number of ministers. He noted that what was presented during the ceremony highlights the importance of adopting a culture of excellence and innovation within governmental institutions.
The University President directed all sectors to apply for the Governmental Excellence Award in upcoming cycles—not only at the level of faculties and administrative units, but also at the level of individuals among academic and administrative leaders and staff—in recognition of distinguished performance models and as a means of encouraging creativity and positive competition, thereby reinforcing a culture of institutional excellence and achieving the highest performance rates within the University.
During the meeting, Prof. El-Kased reviewed the most significant achievements realized throughout 2025 at the academic, administrative, and research levels. He highlighted the remarkable progress achieved in the quality and accreditation system, advancement in international rankings, support for scientific research and innovation, implementation of development and infrastructure projects, enhancement of digital transformation, and improvement in the level of services provided to students and staff. He emphasized that these successes are the result of integrated efforts, teamwork, and continued commitment to comprehensive development plans and institutional excellence.
The University President also emphasized the fruitful and constructive cooperation with Menoufia Governorate, noting that continuous coordination between the University and the Governorate contributes to the effective implementation of developmental and service projects and enhances the University’s ability to serve the local community. This cooperation allows for the exchange of expertise and mutual support across various fields, improving infrastructure, providing a suitable educational and research environment, and maximizing the utilization of available resources.
The meeting further addressed mechanisms for developing administrative performance, activating digital transformation, accelerating the completion of files and services provided to faculty members, staff, and students, ensuring proper resource management, adhering to integrity and transparency standards, and applying principles of sound governance within the University work environment.
Prof. El-Kased stressed the importance of strengthening communication channels between senior management and faculties, as well as among departments across all sectors. He proposed establishing a suggestion box in every general department and faculty to collect staff proposals for performance development, holding periodic meetings to review and discuss these proposals, implement applicable ones, listen to administrative challenges, and develop immediate practical solutions. He emphasized that the current phase requires the integration of all efforts to keep pace with the comprehensive development plans witnessed by the University.
The University President also addressed leadership rotation and mobility, affirming that it represents one of the most important tools for institutional development and building a flexible administrative system capable of adapting to change. Such practices contribute to the exchange of expertise, the introduction of new leadership, and the preparation of second- and third-tier leaders through continuous training and qualification, ensuring sustainability of institutional performance independent of individuals.
In this context, he emphasized the need for departments to adopt a proactive rather than punitive approach by anticipating problems before they occur, implementing preventive solutions, and fostering a positive work environment based on guidance and corrective action. This approach promotes discipline, enhances performance, and reinforces a culture of responsibility and excellence within the University.
Prof. El-Kased also discussed the Academic Integrity and Research Ethics Guide in Egypt, launched by the Supreme Council of Universities as the first comprehensive national framework aimed at governing academic practices within Egyptian universities and research institutions. He highlighted the guide’s role in clarifying ethical standards for the use of social media by academics, researchers, staff, and students, ensuring responsible and conscious use of these platforms, adherence to professional values, respect for academic principles, and avoidance of publishing or circulating content that may harm the reputation of academic institutions or compromise scientific integrity.
At the conclusion of his speech, Prof. El-Kased expressed his appreciation for the efforts of General Directors and Faculty Secretaries, calling on them to continue diligent work and exert greater effort in the coming period to realize the University’s vision of institutional excellence and enhance its standing locally and internationally.
For his part, Prof. Sobhy Sharaf, Vice President for Community Service and Environmental Development, affirmed the University’s strong interest in sustainability and carbon footprint reduction, as part of its orientation toward becoming a green university and achieving sustainable development standards. He highlighted ongoing efforts to reduce carbon emissions, rationalize energy and water consumption, and expand environmentally friendly practices across the campus.
Prof. Sharaf noted that the University seeks to advance in the ranking of environmentally friendly universities by implementing environmental initiatives, expanding green spaces, managing waste safely, and promoting environmental awareness among students and staff. He emphasized that the administrative staff plays a pivotal role in the success of these efforts through adherence to environmental policies and active participation in achieving sustainability goals.
Meanwhile, Prof. Nasser Abdelbary, Vice President for Education and Student Affairs, stressed that the administrative staff constitutes a fundamental pillar in serving students and supporting the educational process through facilitating procedures, ensuring the rapid delivery of services, and maintaining positive interaction with students, thereby creating a stable and motivating university environment.
He also addressed the issue of international students, noting the University’s commitment to developing services provided to them, facilitating admission and registration procedures, and offering necessary academic and administrative support. He emphasized that the success of this file relies heavily on the efficiency and cooperation of the administrative staff and their adherence to quality and excellence standards in service delivery.
Ms. Soaad Bayoumi, Secretary General of the University, affirmed the full support provided by the University President to the administrative staff, highlighting his continuous efforts to remove obstacles, empower administrative cadres, and provide training and development opportunities to enhance their capabilities. She emphasized that an effective administrative body is a true partner in the University’s academic, research, and service achievements and a key driver in realizing its vision for excellence and leadership.
She concluded by reviewing the University’s allocated financial budget and the importance of each general department and faculty submitting a detailed financial statement of needs and commitments according to pre-determined timelines, ensuring accurate and transparent financial management and optimal allocation of resources in support of the educational and administrative process and institutional performance excellence.
